Joint Singles Scheme (JSS)


What is a Joint Singles Scheme (JSS)?

The Joint Singles Scheme (JSS) was introduced in 1990 by Singapore’s Housing and Development Board (HDB) as a unique housing solution for single Singaporean individuals. This scheme allows single men and women aged 35 to jointly purchase or rent an HDB flat, regardless of their relationship or gender.

The primary objective of the JSS is to cater to the housing needs of low-income Singaporeans, especially those who require public rental flats. By allowing singles to share a flat, HDB can optimise utilising its limited resources and accommodate more individuals within the public housing system.

Apart from the practical advantage of housing affordability, the JSS also addresses the social aspect of living arrangements, promoting companionship and mutual support, particularly for older tenants who may benefit from living with like-minded individuals.

What are the eligibility requirements of a Joint Singles Scheme (JSS)?

To be eligible for the JSS, certain requirements must be met:

  • Both you and your proposed applicant(s) must be Singapore citizens (SCs).
  • You and your proposed applicant(s) must fall into one of the following categories:
    • Single and at least 35 years old.
    • Divorced or legally separated, and at least 35 years old.
    • Widowed or orphaned, and at least 21 years old.

The additional criteria considered for this scheme are as follows:

  • Income

Your income plays a role in determining your housing budget and options. Applications are reviewed comprehensively, taking into consideration factors such as household size and individual circumstances.

While most applicants have a household income below S$1,500, you can still apply if your income exceeds this amount.

  • Property ownership

None of the individuals included in your application should have any ownership, interest, or estate in any type of property, whether local or overseas, residential or non-residential.

If you previously owned property, the proceeds from its sale will be considered when assessing your housing budget.

  • Existing HDB residents

None of the individuals in your application should be owners or essential occupants of an HDB flat. Individuals currently participating in HDB’s rental schemes are not eligible as well.

  • Family support

If any of your children are capable of accommodating you in their home or are financially able to provide housing for you (e.g., through renting in the open market), you will not be eligible. Note that family support will be assessed for all individuals included in your application.
