What is an HDB Flat Eligibility (HFE) Letter?

The HDB Flat Eligibility (HFE) Letter provides information about your eligibility for buying a new or resale HDB flat. 

It includes details about your eligibility to purchase a flat, the CPF housing grants you may receive, and the HDB housing loan amount you are eligible for. If you are a second-time buyer, the letter mentions the resale levy or premium you must pay for another subsidised flat. 

Previously, these eligibility assessments were done separately via the HDB Loan Eligibility (HLE) letter application, but now they are streamlined into a single application using Myinfo for personal information retrieval. 

Starting from 9 May 2023, a valid HFE letter is required for flat applications, obtaining an Option to Purchase, and submitting a resale application to HDB.

How can I apply for an HDB Flat Eligibility (HFE) Letter?

Applying for the HFE Letter involves two stages that need to be completed within 30 days of each other.

Stage 1: Preliminary HFE Check

Using your Singpass, log in to the HDB flat portal and provide the required details. This includes the particulars of all flat applicants and occupiers, a declaration of any interest in local or overseas private property, and an indication of your intention to take up a housing loan. 

The portal will extract your personal information from Myinfo and instantly assess your household’s eligibility for flat purchase, CPF housing grants, and HDB housing loan based on the provided information.

Stage 2: HFE Letter Application

After completing the preliminary HFE check, all applicants and occupiers must fill out the HFE application on the HDB flat portal using Singpass. 

During the application, you can choose from housing loan packages offered by HDB and participating financial institutions. You need to confirm your eligibility for an HDB housing loan or apply for an In-Principle Approval (IPA) for a housing loan from financial institutions. 

Additionally, you must upload supporting documents and provide the required information before the due date. Once you have completed the application, HDB will send you an SMS notification to view your HFE letter details on the HDB Flat Portal within 21 working days. The HFE letter will remain valid for six months.

It is important to apply for your HDB FLE letter in advance. The processing time may be longer during peak periods. This is especially crucial before and during the month of a BTO launch.
