What are the Service and Conservancy Charges (S&CC)?
The Service & Conservancy Charges (S&CC) are fees the Town Council imposes to support the management, maintenance, and enhancement of shared properties within the governed estates.
Out of the funds collected by the Town Council, including the S&CC, 26% is allocated to the Sinking Fund. This fund is dedicated to long-term cyclical replacements and major repairs, including cyclical repainting, renewal or replacement of roofing systems, pumps and water supply systems, and electrical supply systems.
Additionally, 14% is directed to the Lift Replacement Fund, specifically designated for lift replacement and upgrading projects.

What do the Services and Conservancy Charges (S&CC) cover?
The S&CC covers a range of essential services:
- Cleaning activities to ensure cleanliness in common areas, such as sweeping and washing.
- Horticulture maintenance, including tasks like grass cutting, pruning, and landscaping.
- Conservancy services, such as refuse collection and pest control.
- Building maintenance involving minor repairs like plastering.
- Maintenance of mechanical and electrical services, including lifts, pumps, and lighting fixtures.
- Periodic servicing and testing, such as lift servicing, sterilisation of water tanks, and water sample testing.
How much are the Services and Conservancy Charges (S&CC)?
It is important to note that different town councils possess the authority to establish distinct rates. The amount you must pay is contingent upon the Group Representation Constituency (GRC) in which your HDB resides, as each GRC corresponds to a specific town council. Various factors, such as your location, flat type, and reduced rate eligibility, contribute to determining these charges.
The S&CC rates can be categorised into reduced/subsidised rates and normal rates.
Reduced/subsidised rates apply to HDB units occupied by at least one Singaporean owner, tenant, or essential occupier who does not own any private property.
On the other hand, normal rates are imposed on HDB units falling into any of the following categories:
- No owners, tenants, or essential occupiers are Singaporean
- Any owner, tenant, or essential occupier owns private property
- The unit is owned by or rented to a corporate body
- The unit is vacant
Generally, the monthly S&CC ranges from S$20 to S$101 for Singapore citizens eligible for reduced rates. Conversely, if none of the occupants in the flat are Singaporean, the charges are set at the normal rate, ranging between $54 and $110.
