What are HDB Priority Schemes?

The priority schemes significantly improve applicants’ chances of being selected in the computer ballot for flats offered in Build-To-Order (BTO) and Sale of Balance Flats (SBF) exercises. Eligible individuals can apply for up to 2 priority schemes. For example, those eligible under the Parenthood Priority Scheme (PPS) have the option to pursue an additional priority scheme, such as the Married Child Priority Scheme (MCPS) or Third Child Priority Scheme (TCPS). This encourages and supports the institution of marriage and parenthood among potential homeowners.

While these schemes aim to increase the likelihood of selection, it’s crucial to understand that they do not guarantee a small queue number for flat bookings. HDB utilises a system that assigns different weights to certain ballots, striking a balance between providing equal opportunities to all applicants and prioritising those with more urgent housing needs.

To apply for these schemes, it is essential that the individuals listed in your flat application meet the eligibility criteria. However, keep in mind that not every scheme applies to all types of flats.

These priority schemes are exclusively available to purchasers of HDB or Design, Build and Sell Scheme (DBSS). Executive Condominium (EC) buyers are not eligible for any of them.

What are the types of HDB Priority Schemes, and who is it for?

  1. Married Child Priority Scheme (MCPS)

The MCPS is intended for married or soon-to-wed children and parents who desire to reside close to one another. This scheme offers eligible applicants a higher chance of obtaining a home near their parents’ residence or within the same community.

  1. Multi-Generation Priority Scheme (MGPS)

The MGPS caters to the needs of married children and parents who wish to establish a multi-generational living arrangement. Under this scheme, these families are given special consideration in the allocation process, allowing them the opportunity to apply for two BTO flats within the same estate, facilitating a close-knit and supportive living environment.

  1. Third Child Priority Scheme (TCPS)

The TCPS aims to encourage the formation of larger families and is targeted at families with more than two children. By granting priority in the allocation of flats, this scheme supports and accommodates the housing needs of families with three or more children.

  1. Parenthood Priority Scheme (PPS)

The PPS is dedicated to first-time married couples who are either expecting or already have children. By providing enhanced consideration in the allocation process, this scheme assists young families in securing a home that suits their evolving needs, fostering an environment conducive to raising children and building a loving home.

  1. Assistance Scheme for Second-Timers (Divorced/ Widowed Parents) (ASSIST)

The ASSIST supports divorcees or widowers with children in their housing journey. Through this scheme, eligible applicants receive assistance in accessing suitable housing options.

  1. Tenants’ Priority Scheme (TPS)

The TPS offers tenants of HDB rental flats an opportunity to fulfil their aspiration of homeownership. By granting priority status, this scheme facilitates the transition from rental to homeownership, enabling tenants to build equity and create a more stable and secure future for themselves and their families.

  1. Senior Priority Scheme (SPS)

The SPS supports the housing needs of senior citizens as they enter their retirement years or seek to be in close proximity to their children. This scheme provides eligible seniors with priority consideration in the allocation of suitable homes that cater to their specific requirements.

Are first-time buyers in the HDB Priority Schemes?

Despite not being categorised as a priority scheme, first-time BTO applicants enjoy specific benefits. 

In every BTO launch, a larger proportion of flat supply is specifically allocated for first-timers, although the percentage may vary depending on their eligibility for other priority schemes. 

Furthermore, first-timers are granted an additional ballot chance, giving them a total of 2 ballot chances, setting them apart from second-timers.
