What is a Certificate of Statutory Completion (CSC)?
The Certificate of Statutory Completion (CSC) is the authorisation the Building and Construction Authority (BCA) gives when all the necessary building requirements are satisfied. Basically, it indicates everything related to your new home is in good order.
Once the construction of the building is finished, the applicant and the Qualified Person (QP) must request a CSC or a Temporary Occupation Permit (TOP) from the Commissioner of Building Control.
Building occupancy is not allowed until a CSC or TOP is granted. If all the requirements are met, the applicant can apply directly for a CSC.
However, if only some of the requirements are met, they can apply for a TOP and then fulfill the remaining requirements before acquiring a CSC.
How do I apply for a Certificate of Statutory Completion (CSC)?
Applications for TOP or CSC must be submitted through CORENET e-Submission System. Relevant application forms and other necessary documents can be downloaded through the same system.
What is the process of applying for a Certificate of Statutory Completion (CSC)?
The QP and applicant can ask for the CSC after following the steps in the TOP. They don’t need to get the TOP first if they meet all the requirements.
Once the applications are in order and all the requirements have been completed, the BCA will issue the CSC within 7 working days of the application or upon full compliance with the requirements, whichever is later.
However, if there are still requirements that need to be met, a written directive outlining the steps for compliance will be issued to the QP.
