In some conditions, a development may be completed but does not meet the requirements for a CSC. This could be caused by minor works which still in progress or awaiting final approval. In such instances, the developer can apply for a TOP, allowing homeowners to move into the development once the TOP is obtained.
The TOP temporarily permits occupancy until the developer fulfills all the requirements for acquiring the CSC.

In cases where time is vital, an expedited process called the express TOP is available. This allows for obtaining the TOP within one working day.
