HDB income assessment changes & other updates for July 2025 BTO

On March 26, National Development Minister Desmond Lee announced several key updates regarding HDB flats during a session at the National University of Singapore (NUS). Among the major changes, he introduced a relaxation of income assessment rules for young couples, updates on BTO flat launches, and reviews of housing policies for singles. These changes are expected to make homeownership more accessible for many Singaporeans.

HDB’s income assessment rules for young couples are changing

If you are a young couple looking to buy a BTO flat, there’s good news. 

HDB is making it easier for you to qualify for a larger housing loan by allowing income assessment to be deferred. Starting from the July 2025 BTO exercise, you and your partner can delay your income assessment until just before key collection.

To qualify for this change, at least one of you must be a full-time student or a national serviceman. By the time you collect your keys, you will have been working for a longer period, which could increase your income and make you eligible for a higher loan amount. However, you will need to pay an initial downpayment of 2.5% of the flat’s price.

This policy benefits a wide range of young couples, including those who are still in university, polytechnic, or the Institute of Technical Education (ITE).

How Deferred Income Assessment affects your flat choices

With this new policy, settling down earlier and purchasing a larger home becomes more feasible. Previously, couples could only defer income assessment if both applicants were full-time students or national servicemen, or if they had completed their studies or NS in the last 12 months. Additionally, one applicant had to be 30 years old or younger to qualify.

Now, with only one partner needing to meet these conditions, many more young couples will be able to benefit from this scheme. This change provides greater flexibility and allows couples to consider a wider range of BTO flats that may have been out of reach before.

Case study: Meet Daniel and Sarah
Let’s consider an example. Imagine Daniel and Sarah are planning to buy a BTO flat. Sarah is still in school, while Daniel has been working for a year, earning a combined monthly income of S$4,000. Previously, their budget would have been limited to a 3-room BTO flat in Yishun.

With the new deferred income assessment policy, they can apply for a flat first and have their income assessed later, around the time they collect their keys – about three years later. By then, both could be working full-time, potentially earning a combined income of S$8,200. This increase in income would qualify them for a higher loan amount, making it possible to afford a 4- or even 5-room flat.

This change also benefits couples who prefer a smaller but more centrally located flat, as those properties tend to be more expensive.

More BTO flats with shorter waiting times

If you are worried about long waiting times for your BTO flat, you will be glad to know that HDB is launching 12,000 flats with waiting times of less than three years from 2025 to 2027. This is a significant increase compared to the last five years.

These flats are part of a larger plan to roll out over 50,000 units within this period. HDB is also on track to exceed its initial goal of launching 100,000 new flats between 2021 and 2025. Currently, the median waiting time for a BTO flat has been reduced to less than four years – similar to pre-pandemic levels.

Housing policy review for Singles

For singles looking to buy a BTO flat, housing policies are under review. Authorities are considering lowering the minimum age requirement, which is currently set at 35 for both BTO and resale flats. While there are no immediate changes, this remains an area of discussion.

In the meantime, Singles have been able to apply for 2-room flexi flats in any location since October 2023. From mid-2025, they will also receive priority under the Family Care Scheme if they choose to live near or with their parents.

Simei BTO flats to be launched for the first time in over a decade

One of the most anticipated projects in the July 2025 BTO launch is the upcoming development in Simei. This will be the first time in over 10 years that new flats are being built in the area. Classified under Tampines by HDB, this project will offer approximately 380 units, including 2-room flexi, 4-room, and 5-room flats.

In addition to new housing, the Simei project will include a supermarket, retail shops, a restaurant, and a pre-school. The site, located along Simei Road and Upper Changi Road East, is just a 5-minute walk from Upper Changi MRT station

It is also close to key locations such as the Singapore University of Technology and Design, Singapore Expo, and Changi Business Park, making it an attractive choice for many homebuyers.

Upcoming BTO launch locations for 2025

Beyond Simei, other areas will also see new BTO launches in 2025. 

Woodlands North will have the largest number of units, with approximately 1,130 flats available. Bukit Merah will see two projects: one at the Alexandra Post Office site with 490 units and another along Tanglin Road with 590 units. Toa Payoh will have around 720 flats, while Clementi will offer 750 units. Sembawang will see a launch of 750 flats, and Bukit Panjang will have 620 units available.

These locations will provide homebuyers with diverse options, from mature estates to developing towns.
